President`s Report for the month of September 2009

August 4-7, 2009 (Tuesday to Friday)

Activities at the CLSU Alumni Center:

  • 1. Turn-over the two boxes of Medicine to President R.C. Sevilleja. The medicines were donations from Canada, courtesy of Dr. & Mrs. Teotimo M. Aganon who just arrive from Canada. The following BOD and University Officials were present during the turn-over: - Dr. Teotimo M. Aganon - Dr. Firma C. Viray - Dr. Mario B. Agustin - Ms. Anabelle B. Corpuz - Dr. Quirino D. Dela Cruz - Dr. Clarita P. Aganon
  • 2. Borrowed the backhoe of the Science City of Muñoz, courtesy of Mayor Nestor L. Alvarez – Purpose: leveling of the new Alumni Site of 754 sq m. Balong supervised the leveling, unfortunately, the backhoe was not able to continue the work because the area was too wet, so we just scheduled some other day when the area is already hard enough for the backhoe.
  • 3. Made arrangements with the Procurement Office, c/o Mr. A. Munsayac, re the bidding of the donation of Senate Pres. Enrile (P1.0M) scheduled on Aug. 10, 2009.
  • 4. Received letter of complain from Mrs. Jessica del Corro regarding the unfair business competition between her and Mico.
  • 5. Balong and four (4) others cleaned the surroundings of the Alumni Guestel, especially the tall grasses around the Guestel.

    August 10-14 (Monday to Friday)
    Activities:
  • 1. Received the response of our Letters of Fund Solicitations from Sen. Mar Roxas and Sen. Jinggoy Estrada (thru their respective Chief of Staff). Both gave negative responses to our Fund Solicitation.
  • 2. Attended the opening of bids for the donation of Sen. Enrile which was conducted by the BAC personnel chaired by Dr. Tereso Abella. There were three (3) bidders. The BAC Chairman with the consensuses of his members declared that there was a Failure of Bidding because all the bidders have faulty documents, hence, the bidding was reset.
  • 3. Meeting with a certain Engr. Rex Reguyal who wanted to participate in the reset bidding of the donation of Sen. Pres. Enrile. He was accompanied by Balong. I just told him to prepare all the necessary documents prescribed by the BAC of CLSU.
  • 4. With Dr. T.M. Aganon as Chairman of the Committee on Scholarship of the CLSUAAI, we interviewed seven (7) applicants, namely: Miguel Anthony A. Aguilar, Jasmin A. Asuncion, Jona T. Gutierrez, Pearl Ann C. Ramoso, Jonathan S. Ricoperto, Allen M. Veloso and Christian Imasa. One was disqualified outright because he is already a recipient of the Violago Scholarship Program at CLSU. Other member of the committee who was present: Dr. Firma C. Viray.

    August 17-22 (Monday to Saturday)
    Activities:
  • 1. An Alumnus of CLSU came to our Office – a certain Mr. Leon Esperanza, graduate of 1955, from Cuyapo. Mr. Esperanza was a classmate of Dr. R.L. Saplaco. ARO Director Serna and Dr. R.L. Saplaco were also in our Office.
  • 2. Informed Mr. Joseph Ruiz that Engr. Rex Reguyal, have incomplete bidding documents, so he can’t qualify in the bidding.
  • 3. Attended the rebidding of the donation of Sen. Pres. Enrile. With me was Arch. Ed Tuliao. Dr. Arnel Panuyas was the Presiding Officer because Dr. Abella was on Official Business.
  • - Wizzard Construction won the bidding with a total bid of P995,000 +).
  • 4. Condoled with the bereaved family of Mr. Robert Romero who passed away.
  • 5. Attended the burial of Mr. Robert Romero together with the other Alumni BOD such as: Dr. T.M. Aganon, etc.

    August 24 to 28, 2009 (Monday to Sunday)
    Activities:
  • 1. Attended the Post Evaluation of the Winning Bidder – Wizard Construction from San Jose City. The BAC Officials gave their approval of the Bids of Wizard. They instructed him that he can already deliver the supplies/materials to the Alumni Guestel. Both parties have signed the Award and Contract.
  • 2. Dr. R.L. Saplaco and I went to the Nursery of Mr. Leon Esperanza at Malinan, Cuyapo. He gave us six (6) double stock grafted Mango seedlings which in turn will be donated to Mr. Choy Verzola – c/o the CLSUAAI.
  • 3. Faxed the list of BOD who will be visiting Dr. Emilio T. Yap in his Office at the Manila Bulletin Building today upon his invitation, thru his Secretary, Ms. Girlie Tan. I submitted the following names: Dr. E.L. Ruiz, Dr. R.L. Saplaco, Dr. M.B. Agustin, Dr. F.C. Viray and Ms. Anabelle B. Corpuz, Dr. Quirino D. Dela Cruz, Dr. Carlos C. Abon, Jr. and Dr. Teotimo M. Aganon.
  • 4. Received the notice of CLSU-BOR meeting together with the Agenda and University Code which will be presented for consideration/approval during the BOR meeting scheduled on September 8, 2009.
  • 5. Meeting with the representative of the Winning Bidder – the Wizard Construction; a certain Mr. Rolando Miguel. I requested a Change Order of some of the bidded items which are not yet needed at the moment, such as nails and tiles. Dr. Saplaco and Balong were also present. Wrote a letter to PPSDO Director, Dr. Arnel T. Panuyas re the Change Order.
  • - Requested Arch. Ed Tuliao to give the said letter to the PPSDO for approval.

    August 30 (Sunday)
  • - Attended the Birthday Party of Cong. Edno Joson at Triala, Guimba. With me were Dr. R.L. Saplaco, Dr. Catalino Dela Cruz and Dr. Teotimo Aganon. We brought 10 packs of pastillas as gift to the Honorable Congressman – c/o the CLSUAAI. A mammoth crowd attended the Birthday Party. The group was able to talk with Mr. Choy Verzola after greeting Cong. Joson, his son and Bokal Rommel Padilla. Mr. Verzola assured us that he is working very hard for the P5.0M donation of Cong. Joson for the Alumni Guestel.
  • - Fuel was shouldered by the CLSUAAI Fund (P1,000.00).

    Aug. 31 to Sept. 5
    Activities:
  • - Meeting with Dr. E.L. Ruiz, Engr. Val Infante and Dr. R.L. Saplaco re the labor component of the contract. Mr. Val Infante is the Project Manager of Wizard Construction and Trading. Engr. Infante agreed that the group of Balong will be the one to work in the Alumni Guestel.
  • - Requested Engr. Infante to commission his men to prepare the Change Order following the Additive-Deductive format. He agreed.
  • - Sent Itinerary of Travel to BOD members who are going to the Office of Dr. Yap on Thursday, Sept.
  • 3 (Dr. R.L. Saplaco, Dr. E.L. Ruiz, Dr. M. Agustin, Dr. F. Viray, Dr. E.L. Ruiz, Dr. Q. dela Cruz, Dr. TM Aganon, Dr. C. Abon and Anabelle.
  • - Meeting with Wizard personnel re the Change Order of the Bill of Materials for the Alumni Guestel. They gave a prepared Change Order to be signed by all concerned.

    September 3 (Saturday)
  • - Trip to the “Manila Bulletin Today” at the Office of Dr. Emilio T. Yap. The following joined the trip. Dr. E.L. Ruiz, Dr. R.L. Saplaco, Dr. F.C. Viray, D.r M.B. Agustin, Anabelle and myself.
  • - Dr. Yap offered a nice lunch for the group and the group of Manila Mayor Alfredo Lim who coincidentally scheduled their trip during that day.
  • - To end the story short, of course after a long wait, we were so happy that Dr. E.T. Yap handed to the group a cheque worth P1,200,000.00 which actually was indicated in our follow-up letter for the roofing and steel trusses of the Alumni Guestel.
  • - We expressed our heartfelt gratitude and thanks to Dr. Yap, on behalf of the Board of Directors and other Alumni Officials. “Thanks God for the Generosity of Dr. Emilio Yap”.
  • - On this day too, our ARO Director, Dr. Zenaida M. Serna informed us that Dr. Thep Pongpharnich committed to donate P500,000.00 for one (1) room in the Alumni Guestel. Also, she persuaded the other Thai delegation to donate any amount as a gesture of benevolence to the Association.
  • - The group attended the Evening Party tendered by the University c/o Pres. Ruben C. Sevilleja for the Thai Delegation led by Dr. Thep Pongpharnich.

    Sept. 4 (Friday)
  • - Dr. R.T. Padilla and Dr. C. Consolacion came to the Alumni Office. Dr. Padilla delivered the 62 T-Shirts (With and without collars) he donated to the BOD and other Alumni Officials. I expressed my thanks to Dr. Padilla, on behalf of the BOD and other Officers. To be distributed during the Regular Monthly Meeting on Sept. 26, 2009).

    Sept. 8 to 12 (Tuesday to Saturday)
    Activities:
  • - Attended the CLSU Board of Regents meeting held at the Bulacan Agricultural State College. The group was composed of the following: Pres. R.C. Sevilleja, Prof. R.T. Mayo, Student Regent, Ms. Fely and Representative of Sen. Mar Roxas.
  • - After all the prepared agenda were presented and favorably considered by the BOR Members, the election of a Private Representative to the CLSU BOR was tackled. After thorough deliberation, Engr. Edgardo Alfonso was unanimously elected by the BOR Officials. The other candidates were: Dr. Marcelo M. Roguel and Mr. Shubert Ciencia.
  •  The CLSU Delegation expressed their thanks to the BASC President, Dr. Josie Valdez for his kind accommodation to the group in which he offered breakfast, lunch and snacks. (Sept. 8)
  • - Prepared the Bill of Materials for the Roofing and Steel Trusses for the Alumni Guestel. Instructed Anabelle and Balong to personally go to Greenhouse Warehouse in Cabanatuan City to canvass the needed Materials.
  • - I also instructed Mr. Rolando Miguel of Wizard to deliver the Supplies and Materials to the Alumni Guestel so that the Workers can start on Sept. 11 (Friday).
  • - Dr. & Mrs. Onofre Ringor also came to the Alumni Office. They just arrived from a two-month vacation from the USA; Dr. Saplaco was also in the Office.
  • - Called Engr. Alfonso re his election as the {Private Representative in the CLSU-BOR.
  • - Made a revision of the Change Order of Bill of Materials after being informed by Dir. A. Panuyas and Mr. A. Munsayac that only 20 % of the Approved Budget is the maximum allowable Change Order as prescribed by the Government.
  • - Some prospective bidders for the roofing came to our Alumni Office and/got the prepared form for the Bill of Materials for the Roofing of the Alumni Guestel.
  • - The group of Balong started working on the Steel Trusses to be installed in the Alumni Guestel. They also started putting the primer of the steel trusses. (Sept 12)

    Sept. 14 to Sept. 18 (Monday to Saturday)

  • - Monday – Went to the Office of Pres. R.C. Sevilleja with the following: Engr. Ed Alfonso, the newly elected CLSU Regents, Dr. E.L. Ruiz, Dr. R.L. Saplaco, Dr. F.C. Viray, Dr. T.M. Aganon, Anabelle and myself.
  • - Pres. Sevilleja issued a Notice informing Engr. Alfonso that he was elected Regent of CLSU representing the Private Sector. We had some photo-ops.
  • - Wizard Staff, Mr. Rolando Miguel came to the Alumni Office and submitted the revised Change Order of Bill of Materials to be singed by all concerned at CLSU.
  • - Dr. Saplaco informed me that Mr. Choy Verzola told him that a certain DPWH Official, Engr. Fredy Candelaria will be visiting our Alumni Guestel tomorrow re the P5.0M donation of Cong. Edno Joson.
  • - Also, Dr. Ruiz was able to contact Engr. Rodolfo Pelayo who is now a successful Executive residing in Metro Manila. Engr. Pelayo promised to financed one room/suite worth P350,000.00.
  • - Dr. T.M. Aganon came to the Alumni Office. He confirmed that he already paid the $3000.00 at the rate of P48.179/$ or P144,537.00
  • - PM of Sept. 15 – Engr. Fredy Candelaria of the DPWH came to the Alumni Office. He was sent by Mr. Choy Verzola to see/observe the on-going construction of the Alumni Guestel. Engr. Candelaria assured that Mr. Verzola is working hard for the release of the said donation of P5.0M by Cong. Joson. I also requested to him to provide us a copy once the SARO was released by DBM. He took some pictures of the Alumni Guestel. we also gave him some pictorials of the said building.
  • - Prof. Mila Ringor edited my message to the 2009 graduates which was requested by the staff of Golden Grain.
  • - Meeting with Dr. E.L. Ruiz re the donation of Cong. Edno Joson. Dr. R.L. Saplaco was also present. We took a look at the on-going installation of the steel trusses being done by Balong and group. Dr. Ruiz suggested that the height should be 5meters which we agreed. So Balong and group readily executed the order.
  • - Finalized my message to be printed in our Alumni Webpage. Edited by Dr. R.L. Saplaco.
  • - Engr. Jose Matutino, Technical Working Group of PPSDO, together with Arch Ed Tuliao came to my Office to finalize the Change Order of Bill of Materials for the Alumni Gueste. Engr. Matutino finally signed the Change Order form and we forwarded it for the signatures of Dr. Panuyas and Pres. Sevilleja.
  • - Two UAS Alumni Class 1971 came to our Alumni Office, Mr. Palomo and Mr. Pagaduan. They were accompanied by their batchmate, Mr. Hipolito Cabanilla. They informed us that they will hold an organizational meeting on Saturday, Sept. 19, 2009 at the University Canteen and that they will hold their Homecoming on Nov. 29-30, 2009.

    Sept. 21 (Monday –Special Holiday)
  • - Visited the on-going construction at the Alumni Guestel. Balong and his group worked even it was a holiday.

    Sept. 22 to 25 (Tuesday to Friday)
  • - Sent notices to all BOD and Alumni Officers to attend the Flag Raising Ceremony on Monday, Sept. 28, 2009. The CLSUAAI was assigned as Host of the said activity.
  • - Conferred with Wizard Representative, Mr. Rolando Miguel, re the salaries of their workers headed by Balong and finalized the delivery of the Change Orders of the Bill of Materials for Plumbing.
  • - Instructed Anabelle to canvass the following items per request of Balong for the Alumni Guestel: a). 112 pcs. of angle bars – P44,800.00 b) 36 pairs of hinges c) plumbing Fictures to complete the balances of these items delivered by Wizard worth P68,922.00
  • - Per canvass, the Greenhouse Warehouse in Cabanatuan City has the lowest proce. The above items costs P114,790.00
  • - Requested the ARO Director, Dr. Zenaida M. Serna, to answer the letter of Diana Jantakad of Maejo University re their donations to the Alumni Guestel especially the commitment of Dr. Thep of P500,000 for one (1) room/suite. The letter was e-mailed to me by Pres. R.C. Sevilleja.
  • - Visitors: 1) Mr. Neil Bryan C. Padilla and Mr. Don Anelson G. Sanin, both working as Independent Distributor of the UHS Essential Helath Phil., Inc.. they have requested an audience with the BOD to explain their products. 2) Dr. Eutiquio Rotaquio, Director of Research from ASCOT.
  • - Finalized my report to the BOD and other Alumni Officials during the Monthly Regular Meeting on Sept. 26, 2009
  • - Greenhouse delivered (Sept. 24, 2009) the construction materials for the Alumni Gueystel as follows: a) 112 pcs of angle bar, b) 36 pairs of hinges worth P44,800.00 and, c) plumbing fixtures worth P68,922.00
  • - Sent Birthday Greetings to Dr. Emilio T. Yap during his 84th Birthday on Sept. 24, 2009.
