THE PRESIDENT'S ANNUAL REPORT (AY 2008-2009)

INTRODUCTION

The Alumni Year 2008 – 2009 proved to be another busy and challenging year for the Board of Directors (BOD) of the CLSU Alumni Association, Inc. (CLSUAA). With the active support of other Alumni Officers such as the BOD of the CLSU Alumni Foundation, Inc. (CLSUAFI), THE Alumni Relations Office (ARO) and of course, our concerned Alumni at – large, the present Board of Directors were very much inspired in pursuing the goals and objectives of the Association.

With the dynamic leadership of past presidents of our Association like Dr. Catalino dela Cruz, Dr. Teotimo M. Aganon and Engr. Genaro M. Tolentino, and under the short stewardship of the incumbent President and Board Chairman (Dr. Romeo S. Cabanilla) the Association has almost attained some degree of stability in its operation, of course, with the sustained and selfless efforts and cooperation of the hard working members/officers of the Board of Directors and other Alumni Officers.

PROGRAMS AND ACCOMPLISHMENTS

The Alumni Association has set-up continuing Plans and Programs as guide in pursuing its vision, mission and goals, as follows: Income Generation; Scholarships and Student-Assistantship Program; Alumni Guestel Project; Granting of Awards to deserving and qualified Alumni; Strengthening Linkages with the University; Reaching Out the Alumni At-Large; Additional Area Assigned by the University for the Use of Alumni Association; and, Amendments to the Constitution and By-Laws of the Association

A. On Income Generation: In order to attain the stability and operations of an organization, fund, should always be made available whenever needed. Hence, the Association has set-up income-generating projects, to wit:

1. Palay Production Project – The University has granted a 5-hectare rice production area being operated and managed by the Alumni Association. This has been a continuing source of income of the Association which enables it to sustain Office personnel and financial, support for students scholarships and student-assistants. At present, this Project is being managed by a Farm Manager, Mr., Rogelio R. Nicolas, under the supervision of one of our BOD, Dir. Teotimo M. Aganon who is the concurrent Vice President of RET-CLSU.

2. Multi-Purpose Alumni Hall – This Hall is made available for rent/minimal fee to whoever wants to use it for their activities such as venue for wedding, baptism, birthday celebration and other activities of faculty and staff, students and even among professional organizations from outside and within the University;

3. Julius S. Viray Hall – This Hall was subdivided into four (4) areas for rent as follows: a). Dot-Com for computer works and internet; b). Media Graphics also for computer works and internet; c). Digipix for printing of fixtures and making IDs; and, d). Tailoring Shop. These four shops pay total rentals amounting P14,500/month.

4. Food Court – This area was subdivided into five (5) stalls where Lessees serve meals and other food items to customers. Additional food-serving facility for rent is the area under the Alumni Guest Inn called the Sizzling House. Rentals of these stalls making up the food court amounts to P10,000/month.

B. Scholarship and Student Assistantship Program – At present, there are eight (8) Student Scholars being supported by the funds of the Association, five (5) scholars and 1 scholar being supported by our benevolent and philanthropic Alumni like Engr. Edgardo A. Alfonso and Dr. Eliseo L. Ruiz. Fund Solicitation from our kindhearted and successful Alumni at-large and other private benefactors being pursued in order to provide study opportunities to poor but deserving CLSU students.

C. Alumni Guestel Project – The dream of putting up an Alumni Guestel way back 1999 and pursued up to this writing has finally come to reality. Even with the very limited funds which was sourced out by my predecessors in the amount of P1.5 Million and added donations during my incumbency as Association President (either in cash or in kind) which amounts to a total of about P5.0 Million, the Board of Directors and other Alumni Officials have finally decided to start construction last October 24, 2008.

The original plan was to build a two-storey Alumni Guestel but because of the foresight of the incumbent President of the CLSUAFI and Chairman of Fund Solicitation Committee, Dr. Eliseo L. Ruiz, the present Board of Directors finally approved the proposed Three-Storey Alumni Guestel with a total floor area of 1,440 square meters or 480 square meters per storey floor area.

At present, construction is still continuing up to the Third Storey but purely on the structural phase, meaning concrete posts, beams concrete floorings are already in place without the duratile roofing and steel trusses yet. We are still waiting for some more donations in order to continue the other components of the building.

Through the strong determination and persistent efforts of all concerned, we are hoping that the construction of our Alumni Guestel/Hostel will be finished by the next Grand Alumni Homecoming on April, 2010.

D. Granting of Awards to Deserving CLSU Alumni – Every Alumni homecoming, Midyear or Annual, the Association, through a Standing Committee, gives awards to Alumni who have excelled in their respective Professions. F. Strengthening Linkages with the University – The Association President and Board Chairman represents the Association to the Board of Regents. He maintains close consultation/coordination with the University President, particularly on matters appertaining to Alumni Affairs like Fund Solicitations to high ranking officials close to the University Administration, request for use of the University Facilities, programs of the Association needing the assistance of the University President. This close linkage of the Association with the University Administration was also made possible through the Alumni Relations Office (ARO) under the leadership of its Director, Dr. Carlos C. Abon, Jr.

G. Reaching out to the Alumni at-Large – In order to reach out to our Alumni at-Large, the Board of Directors and other Alumni Officials conducted off-campus meetings as follows:

2. Ramon Magsaysay Technological University (RMTU) - August 23-24, 2008 Iba, Zambales
3. Benguet State Univeristy (BengSU) September 27-28, 2008 La Trinidad, Benguet

Through e-mail and webpage of the Association, contacts with our Alumni at-Large were also done such as our Alumni in the United States, Canada and other countries.

H. Additional Area Assigned by the University for the Use of Alumni Association – Through the Office of the University president, Dr. Ruben C. Sevilleja, the University Administrative Council approved the Alumni Board Resolution requesting the use of unutilized/vacant area of 754 sq. m adjacent to the present Alumni Complex which is located at the back of Ladies Dorm Number 2.

This area will be developed as a new location for an improved Food Court and other income generating stalls to cater to students and visitors of the University. Donations either in cash or in kind to develop this area are most welcomed.

I. Amendments to the Constitution and By-Laws of the Association – Through the efforts of the Board of Directors, other Alumni Officers, some Alumni, Honorary Members invited as Consultants, and spearheaded by the Chairman, Committee on Amendments (Dr. Romeo PL. Saplaco) the present CLSUAAI Constitution and By-Laws was revised and/or amended as a whole through series of meetings and/or consultations.

Ratification of the amended/revised Constitutions and By-Laws was made during the Midyear Alumni Homecoming and General Assembly Meeting for he Alumni Year 2008-2009 held at the Alumni Hall of the Alumni Center Complex.

LOOKING AHEAD

The VISION, MISSION and GOALS of the CLSUAAI can only be attained if we exert our determined efforts and cooperation in putting into action all the plans and programs laid out by the Association Officers.

One concrete example is the construction of the Alumni Center composed of the Alumni Office, Alumni Hall, the Conference Hall and the Prof. Julius Viray Hall which were all done under the leadership of Past Presidents of the Association. Added to this is the construction of the Three-Storey Alumni Guestel under the present leadership – funding of which comes from the Palay Project of the Association, from the beneficent concern and philanthropic gestures of our Alumni at-Large and Honorary Members and Friends of CLSU. Construction of this Alumni Guestel is still on-going, hence, we still need the determined and extra efforts of our Alumni Officers in sourcing out funds from all potential donors in order to completely realize a long-time dream, that of having a decent place where our Alumni can stay whenever they come to CLSU for a visit.

Another project which needs concerted efforts in raising funds is the construction of a more decent Food Court and presentable Stalls at the new site assigned by the University Administration for the use of the Alumni Association with an area of 754 sq. m . The present Food Court located at the side of the Alumni Pavilion will be transferred on order to give more space to any activity being held in the said Pavilion.

With the guidance of our Divine Providence, we can always prevail in any obstacle that may hamper the achievement of the objectives of our Association in particular, and that of our dear Alma Mater, the Central Luzon State University, in general.
