The President`s Annual Report Year 2011-2012

Introduction

The Alumni Year 2011-2012 proved once again to be a productive, busy and challenging year. The CLSUAAI Board of Directors in cooperation with the CLSU Alumni Foundation, Inc. (CAFI) and the CLSU Alumni Relations Office (ARO) together with the other alumni officers ad staff members, have been very busy all year around as shown by their accomplishments particularly, the completion of the CLSU Alumni Hostel, Alumni Food Court and General Merchandise and the preparations for this year’s Annual Alumni Homecoming and General Assembly Meeting, among others.

The Board of Directors/Trustees of the CLSUAAI/CAFI and ARO who were supported and assisted by the University President and his Executives were able to accomplish tremendous tasks as follows: a) Solicited the necessary funds to complete the construction of the CLSU Alumni Hostel and CLSU Alumni Food Court and General Merchandise; b) reached out to our Alumni at-large via off-campus monthly meetings; c) invitations to our Alumni who are willing to come over to the CLSU campus for a memorable visit to include our Alumni Center and d) the 8-year Development Plans and Programs for the 2012-2020. We hope to realize this 8-year Development Plans and Programs during the ensuing Alumni Years (AY) whoever will be the elected Officers.

Inspired by the continued cooperation, unity, hardwork and cooperation of the present Board of Directors/Trustees of the CLSUAAI and the CAFI coupled with the support of the CLSU Alumni Relations Office (CARO) and our Alumni at-large here and abroad, the following plans and programs were undertaken:

I. Construction of the following:

1. CLSU Alumni Hostel
After almost four (4) years of hardwork, patience and continuous appeal to our benevolent CLSU Alumni here and abroad including kindhearted public servants, private practitioners/businessmen and “Friends of CLSU” the present Board of Directors/Trustees of the CLSUAAI/CAFI together with the Officers of the CLSU Alumni Relations Office (CARO), have finally realized the construction of the three-storey CLSU Alumni Hostel.

On behalf of the Board of Directors/Trustees of the CLSUAAI/CAFI, may I extend our special thanks to Dr. Teotimo M. Aganon who extended the Alumni Association and Alumni Foundation a loan amounting to P1,000,000.00 which was used to pay our credits from the different warehouses and to complete the Conference Hall in the Hostel.

The three-storey CLSU Alumni Hostel has the following facilities: First Floor; 14 rooms with reception room; Second floor; 17 rooms and a reception room; and, Third Floor; 10 rooms, conference/seminar rooms and comfort rooms for male and female and one (1) Bar Counter.

Each room in this three-storey Hostel is provided with the following: beds with complete beddings, flat TV sets 24”; aircon, refrigerator, comfort room, bathroom with shower heater and cabinets with dresser. The Conference/Seminar Hall is provided with sound system with videoke, tables and chairs, split-type airconditioning units, ceiling fans and curtains.

Landscaping of the frontage of the Hostel was already done, through the initiative of the CAFI President and Chairman, Fund Solicitation Committee, Dr. Eliseo L. Ruiz.

At present, the Board of Directors/Trustees of the CLSUAAI/CAFI together with the ARO Director are still soliciting funds from philanthropic individuals (alumni at-large, politicians, businessmen & “Friends of CLSU”) to purchase the needed stand-by generator set (60 KVA) worth about P500,000 and shed cover of the Food Court and General Merchandise. This shed cover will provide a comfortable environment to students, faculty and staff including guests/visitors whenever they visit the said structure which is a subsidiary building for the CLSU Alumni Hostel. This shed cover and comfort rooms will costs about P1.0 Million.

At this juncture therefore, we, the present Alumni Officers would like to extend our sincerest thanks and gratitude to all stakeholders both here and abroad who contributed/donated not only their most precious money but also their efforts, prayers and unending support in order to finally realize this “Dream Come True Hostel”.

(May I refer you to the complete lists of Donors/Contributors as shown in the Board Treasurer’s Report for AY 2011-2012) and names printed/engraved in a 2 ft x 4 ft brass installed on a wall in the Hostel.

2. CLSU Alumni Food Court
As envisioned by the present Board of Directors and other Officers of our Association, this Food Court and General Merchandise with 16 stalls was realized during the year 2010-2011. Funds for this project was sourced out from our kindhearted and benevolent alumni together with the stallholders who were willing to advance payment of their rentals to their respective stalls. Special thanks to Dr. Firma C. Viray who gave us a good amount of loan which augmented the funds in completing the said project, notwithstanding the other alumni who indeed helped us in completing this Food Court and General Merchandise. With its monthly rental of P56,000/month, we hope to payback our loans from our kindhearted alumni in due time.

II. On Income Generation: Funds should always be available whenever needed to attain stability and operations of an organization, hence, income generation is a must.

1. Palay Production Project - a five-hectare rice production project which was granted by the University is being operated and managed by the CLSUAAI. From this project, the Association enables it to sustain Alumni Office staff and financial support to its Scholarship Program and Student-Assistantship. This project has a gross income of P_____________/year and a net income of P_____________/year or ____% ROI.
2. Multi-purpose Alumni Hall and Pavilion � - this is another income generating project of the Association. Even with its minimal rentals/fees, it can still augment the funding requirements of the Association. The alumni hall and pavilion serve as venue for birthday celebration, wedding ceremonies, baptisms, and other activities of faculty, staff, students and even among professional organizations in and outside the University. This project also earns an average income of P_________/year.
3. Julius Viray Hall - This hall was subdivided into four (4) areas for rent as follows: a) Digipix for computer works, internet and for printing of pictures and IDs; b). Piso Printing also for computer works and internet, c) Tailoring Shop and, d) Datamax Shop which has three (3) photocopy machines. All these stalls are serving the needs of the students as well as faculty and staff and non CLSU residents. It has a gross income of ___________/year.

IV. Reaching out to the Alumni at-Large - With the active participation of the Alumni Relations Office of the university (ARO) headed by its director, and assisted by the Alumni Association personnel, our alumni at-large in the country and abroad such as United States, Canada, Africa, Thailand, etc. are well informed of our Association’s activities/accomplishments through the webpage of the Association. The communication strengthened the active participation of our CLSU Alumni who have not been in touch with their Alma Mater. With the use of modern communication facilities, many alumni and friends were able to subscribe to the alumni souvenir program and also sent their donations for the completion of the construction of the Alumni Hostel.

Also, Regular Monthly Meeting were being held out campus whenever an Alumni or group of CLSU Alumni invite the BOD/BOT and other Officers to conduct their meetings in their respective places, to wit: Dr. Eusebio Angara (BSA ‘86), President, Aurora State College of Technology (ASCOT); Engr. Crispulo G. Baustista (BSAEn ‘80), Regional Technical Director, RFU-1, Sta. Barbara, Pangasinan and Ni Baleo Resort, San Fabian, Pangasinan.

VI. Strengthening Linkages with the University:

The President and Board Chairman of the CLSUAAI represents the Association to the CLSU Board of Regents. He maintains close association/coordination with the University President and his Executives, particularly on matters appertaining to alumni affairs such as fund solicitation to government officials close to the University Administration, request of university facilities and in implementing programs of the Association needing the assistance of the University Administration.

The close linkage of the Association with the University Administration was also made possible through the Alumni Relations Office, headed by its Director and about 28 Alumni Coordinators in the different Colleges/Units of the University and Agencies outside CLSU such as PhilRice, PhilMech, DOST, PCC, BFAR, DENR, NIA, etc.

VII. Other Activities of the Association:

The following plans and programs were also accomplished during my term as President of the CLSUAAI:

Amendments to the Constitution and By-Laws of the CLSUAAI � - Through the efforts of the Board, other association officers, some alumni honorary members were invited as consultants, and spearheaded by the Chairman, Committee on Amendments, the CLSUAAI Constitution and By-Laws was revised and/or amended as a whole through series of meetings and/or consultations.

Ratification of these revisions/amendments Constitution and By-Laws was made during the Mid-year Alumni Homecoming and General Assembly Meeting for the Alumni Year 2008-09 held at the Alumni Hall of the Alumni Center Complex.

2. Amendments to the old Policies and Qualifications of prospective awardees in all categories such as Gintong Butil Award, Achievement Award, Loyalty Award, etc.

The policies/qualifications were approved by the Board of Directors during its Regular Monthly Meeting held at PhilRice Conference Room, San Mateo, Isabela on February 26, 2011.

3. Incentives to Alumni
The CLSUAAI has granted incentives to 14 alumni members who were accepted to present technical/research papers and/or posters to national/international conferences. workshop, convention, symposium and scientific forum. Two Thousand (P2,000) is granted to the presentors if the presentation is held abroad and One Thousand (P1000) if held within the country.

5. Publication of the Alumni Bulletin - This is the official newsletter of the CLSUAAI, published during the Annual Alumni Homecomings. It features the activities of the Association and other related activities of the University. This publication was made possible through the efforts of the Chairman, Publication Committee, Prof. Mila S. Ringor and the Alumni Secretariat Staff headed by the Secretary-General, Dr. Romeo L. Saplaco.


Looking Ahead


With the Guidance of our Divine Providence, and the determined efforts and cooperation of all stakeholders, namely: alumni officers, the alumni at-large and friends of CLSU, we are optimistic that we would be able to achieve the vision, mission and goals of the CLSUAAI together with the (CAFI), coupled with the guidance/assistance of the CLSU Administration through its Alumni Relations Office. The 8-year Development Plans and Programs (2012-2020) was laid out by the Board of Directors/Trustees of the CLSUAAI/CAFI together with the CLSU ARO during our planning workshop held at the Rice Processing Complex (RPC), Sta. Barbara, Pangasinan, to wit:

Continuing Proactive Engagement with the University.
- Active participation in BOR meetings and activities
- Active participation in alumni-related programs, projects and activities of the CLSU
- Close partnership with the University’s Alumni Relations Office

Linkage and Partnership Enhancement.
- Web enhancement and maintenance
- Alumni directory updating, enhancement and publication
- Program/project collaboration with the CAFI and other entities

Scholarship and Student Assistantship.
- Continuing fund campaign and solicitation for support from alumni and friends
- Continuing sponsorship for qualified scholars, both students and faculty
- Provision of referral assistance to students thru OJT, employment opportunities, etc.

Upkeeping of the Alumni Center.
- Office, facility and equipment maintenance and improvement
- Landscape, ground and security maintenance
- Establishment of CLSUAAI/CAFI Museum by tracing, organizing and displaying alumni historical facts, memorabilia, documents, etc.

Alumni Infrastructure Development.
- Improvement of the Alumni Food Court (with modern covering)
- Enhancement of the CLSU Lagoon (with colorful dancing fountains of water)
- Construction of CLSUAAI-CAFI Science Centrum which would accommodate the CLSU Bio- Energy Center and Oil Crops Research Center with modern facilities and mega tower
- Development of CLSU Theme Park, Zoo, Aviary and Botanical and Recreational Facilities
- Improvement of the Alumni perimeter fence.
- Improvement of CLSU road networks

With all humility, I can say that, during my four-year stint as President and Board Chairman of the CLSU Alumni Association, Inc., I have done my part and did everything for the welfare of our Association. I am certain that the present Board of Directors and other alumni officers of the CLSUAAI/CLSUAFI/CLSU-ARO have done more than what are expected of them in accomplishing the plans and programs laid out during their incumbency as officers of our Association.

This means that we have unlimited choices to make decisions that can have a tremendous inspirational impact in our life. When we are committed to make a decision to do something positive, within reason, we can do it. Sure, there maybe many obstacles and challenges along the way, however, if we are committed to do something worthwhile, we can always accomplish our dreams, our vision, our mission, and our goal.

Finally, I wish to express my wholehearted appreciation and gratitude to all of those who have willingly and generously supported the CLSUAAI during my short, but fruitful and meaningful leadership. We hope to sustain the momentum of our activities in order to achieve greater heights of this great Association of our Alma Mater, the great Central Luzon State University.

Before I finally close my report, may I impart to you these “Words of Wisdom” from great writers, to wit: Life is all about waking up each day to discover something new. Meeting old friends but making new conversations. Walking thru old roads but still feeling good about it. Realizing that you have grown a day older but still feeling young at heart. Meeting busy schedules but still finding time for love ones, especially, our families. Being nostalgic about bygone days but looking forward to better days. Just be happy always. And

“Beautiful things happen to beautiful people with beautiful hearts. Just pray that everyday may just add more beauty to your beautiful life, hence, our generosity and philanthropic activity are the keys to beautiful destiny.”
